The European Commission launched December 2001 a Cooperation Program - @LIS Alliance for the Information Society - aiming to reinforce the partnership between the European Union and Latin America in the field of the Information Society. One of the Projects of this Program is the Project eGOIA (Electronic GOvernment Innovation and Access) which objective is to implement a demonstration system supporting the access of poor citizens, through the Internet, to integrated public eGovernment services. The established eGOIA consortium consists of partners from Latin America - Brazil and Peru - and European partners from Germany, UK and Portugal.
Because the limit life of the project (from 2003 to 2006) and as a result of the labor of dissemination and sustainability of the gained knowledge during the development of the project the eGOIA consortium decided to build a worldwide network for the provision of eGovernment solutions.
The international network is called inlets – “The International Network of Laboratories for e-Government Technology and Services” promoting further development and improving the demonstrator systems with different Institutions outside of the consortium.
